Scientific innovation depends on finding, integrating, and re-using the products of previous research. Recent developments in Web technology particularly those related to the publication of data and metadata, might assist that process by providing semantic enhancements to journal articles within the mainstream process of scholarly journal publishing. This semantic enhancement of scholarly journal articles, by aiding publication of data and metadata with ‘lively’ interactive access to content are already being undertaken by leading STM publishers. Now with the availability of automated text processing, these enhancements become affordable and routine. Publisher, editor and author all will have primary roles in this process and an incremental approach is needed. This type of publication of data and metadata to the Web make possible added-value ‘ecosystem services’ and thus semantic publishing will bring substantial benefits to scholarly communication.

Provision of live Digital Object Identifiers (DOI) and hyperlinks; semantic markup of textual terms, with links to relevant third-party information resources; interactive figures; a re-orderable reference list; a document summary containing a study summary, a tag cloud, and a citation analysis and with published downloadable spreadsheets containing data from within tables and figures can enrich the provenance information. Various types of data fusion (mashups) with results from other research articles and with Google Maps, published machine-readable Resource Description Framework (RDF) metadata of both about the article and about the references it cites can enhance the article. Surely that this process will excite the imaginations of researchers and publishers, stimulating them to explore the possibilities of semantic publishing for their own research articles, and thereby break down present barriers to the discovery and re-use of information within traditional modes of scholarly communication.

Political Support to Open Access

The CPI(M) sets out the alternative path for the country in its Lok Sabha Elections 2009 Manifesto. On the Science and Technology it has put forth the following points:

Enhancing public funding of indigenous research in science and technology to promote self-reliance; Decentralization in funding for R&D; Fundamental research in the sciences to be accorded priority.
Promoting free software and other such new technologies, which are free from monopoly ownership through copyrights or patents; “knowledge commons” should be promoted across disciplines, like biotechnology and drug discovery.

Leftist's Support for Free and Open Source

Dinesh Abrol, in his article published in People's Democracy Vol. XXXIII No. 4 (February 01, 2009), suggested the following safeguards to the Indian Parliament:

Institutionalization of the practice of open source culture of knowledge protection and utilization in medical and agricultural research.
Prohibition of exclusive licensing and insisting of the use & practice of non-exclusive licensing/licenses offered by Creative Commons to ensure the protection of public interest in publicly funded research.
Creation of the infrastructure needed for incubation of inventions within the academic organizations.
Provision of a mechanism for the monitoring of conflict of interest which is bound to arise on the introduction of intellectual property based relationship with the users and corporate world in particular.
Introduction of penal provisions to prevent the institutions from indulging in the violation of public interest and research ethics.

First U.S. Public Access Policy Made Permanent

The Consolidated Appropriations Act 2009 ensures NIH public access policy will persist. United States of America's President Barak Obama on March 11, 2009 signed into law the 2009 Consolidated Appropriations Act, which includes a provision making the National Institutes’ of Health (NIH) Public Access Policy permanent. The NIH Revised Policy on Enhancing Public Access requires eligible NIH-funded researchers to deposit electronic copies of their peer-reviewed manuscripts into the National Library of Medicine’s online archive, PubMed Central (PMC). Full texts of the articles are made publicly available and searchable online in PMC no later than 12 months after publication in a journal.

The NIH Public Access Policy implements Division G, Title II, Section 218 of PL 110-161 (Consolidated Appropriations Act, 2008) states: The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine’s PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law.

New European party supports OA

NEWROPEANS the first trans-European political party which will run for European elections in June 2009 in all 27 EU Member States with the same name, the same programme and the same objective. NEWROPEANS want International intellectual property policies adopted through democratic processes and with public interest participation. On its Its platform, in the , they have mentioned Information society - NEWROPEANS working paper which is released on 11/03/2009 that they are for promoting alternative forms of licensing for creative material (such as Creative Commons licenses), open access to scientific publications and research results, management of works of unknown authors.

Licensing IPR in Plant Sciences under Protected Commons

Intellectual property is the property created by mind and the patent is an exclusive right granted for such creation or invention. In order to be patentable, the invention must must be novel, industrial applicable and must show an inventive step. Patent protection gives the owner of the patent the right to decide who may use the patented invention for the period in which the invention is protected by giving the license on mutually agreed terms or selling the rights. Upon the patent expiry, when the protection ends, the invention will be in the public domain and none shall be the owner. But as long as the owner holds exclusive rights, he can commercially exploit the invention. Information that is publicly disclosed outside the context of a patent application shall be in the public domain and it may be readily misappropriated by the resources rich who can rapidly analyze and define utilities for it, and then cover these utilities and any improvements on them with patent applications to prevent others from using them. Thus, open access to information “in the public domain” does not guarantee open capability to use it. But the CAMBIA – BiOS' “protected commons” provides a secure platform where discussion concerning an invention or improvement can take place without the invalidation of future patent applications, or the misappropriation of information by third parties. By placing patented and patentable technology in a protected commons, patents can be exploited for enabling use of technology by others instead of preventing it. Under this, both patent owners and licensee users of the technology share improvements whether patented or not. Owners of improvements may patent them under confidential, non-public disclosure of improvements under the agreement in legal condition of maintaining the improvements accessible to all other licensees. Thus an incentive to protect the technology for open use. Under BiOS agreements, technology is made available in royalty-free for use in research or in creating products, by anyone in any country, based on a legally binding agreement. And thus, these protected commons models shall make better money to farmers and when farmers make money, they almost always re-invest it in their land and communities making the a good business of agriculture which is productive, sustainable and prosperous as says CAMBIA.

India's CSIR asks its labs to adopt OA mandates

India's Council of Scientific & Industrial Research (CSIR) has recommended that each of its 40+ laboratories adopt an OA mandate.

From the memorandum of Naresh Kumar, Head of CSIR's R&D Planning Division, to the directors of all CSIR labs (and others), February 6, 2009:

CSIR is pleased to approve the implementation of the following recommendations of the "Group for Open Access to Science Publications (GOASP) of CSIR":

1. All research papers published from all CSIR laboratories be made open access either by depositing the full-text and the metadata of each paper in an institutional repository or by publishing the papers in an open access journal in the first place.
2. All the CSIR published journals to be made open access.
3. Each laboratory sets up its own interoperable institutional open access repository.
4. CSIR / lab sets up one or more centre(s) which would harvest the full-text and metadata of these papers.
5. Each laboratory sets up Electronic Thesis and Dissertations Repository.
6. To hold a conference for creating awareness on Open Access.
7. To hold in house Training programmes on Open Access.
8. Sensitize CSIR researchers.

It is requested that the above Open Access activities are implemented at the earliest.

PG Diploma in Intellectual Property and Technology Management in Agriculture

The one-year PG Diploma in Intellectual Property and Technology Management in Agriculture (PGD-IPTMA) was launched by NAARM, Hyderabad on 28th Jan. 2009. Hope that Dr R. Kalpana Sastry, Course Director, will conduct more sessions on Open Access and Copyright issues and sensitize the participants about the GOOD aspects of Open Access and other alternative Licensing of work by keeping the rights with authors and creators. There is a great need that the Creative Commons licensing and Scientific Common licensing has to be improved for all the fields of Agriculture.

ABSTRACT

Historically, agricultural research and education in India have been in the public domain. The Indian Council of Agricultural Research (ICAR) was established as an apex organization for effective research coordination among institutions and promotion of agricultural research in the country. Funds for public sector research institutes were channeled through the ICAR from the central government. For the dissemination of research output, the research journals publishing in India have been, for long, primarily a public funded activity and done mostly by Government agencies. In case of agricultural research, the journals are being published by ICAR and by respective professional societies. Many of these societies are receiving financial assistance partly from ICAR. Each discipline of agriculture is having atleast a professional society and for some disciplines, there are more than one society and each society is publishing a peer reviewed research journal. Though many of these journals are sent for international indexing like CAB Abstracts, full-text database services are very poor. Many of them are not even in the ISI Master Journal list for the impact factor or science citation index analysis. The main objective of author is to have more impact, visibility and readership of his/her article. These journals publish quality articles after stringent peer review process, but the time lag from submission to publication of an article or production of issue is more. There are instances where the articles sent for review were not returned back due to various reasons. The infrastructure for publishing online is also not available for these journals. Recently, a portal (www.indianjournals.com) had started providing free online access of some journals being published by professional societies. Under National Agriculture Innovation Project (NAIP), ICAR is investing considerable amount for making availability of some non-free online journals along with all open access journals. Now the time has come to think about wider reachability without any restrictions on the lines of Open Access and Open Archiving of Research Publications. This paper discusses about the prospects of open access to ICAR organization. With the availability of open source software resources for transformation of traditional journals into open access journals and establishment of open archive online repositories for archiving research articles which can be harvested by search engines and made available for users thereby leading to availability of agricultural research knowledge to everyone online. This will increase the visibility of research output and eventually lead to earn a good impact factor for these journals. This would further support the target community as well as the extension system directly without any time lapse.

Reward for Paper on Open Access

In the 8th Indian Science Communication Congress held at Chennai during 10-14, Dec. 2008, our paper "Prospects of Open Access to Indian Agricultural Research: A Case Study of ICAR" autors: G. Aneeja, NAARM and Gutam Sridhar, NRCMAP won the best paper award. This is very encouraging for us. Another paper of mine on "Plant Growth Regulators on Bell pepper" was also accepted to be published in Journal of Agriculture Research (Quarterly) from Lahore which is again an Open Access Journal. Open Access is fetching me awards!!!

First GBM of MAPAI

Today was the historic day in the History of National Research Centre for Medicinal and Aromatic Plants (NRCMAP)! The first General Body Meeting of Medicinal and Aromatic Plant Association of India (MAPAI) held successfully. The meeting was attended by scientists, research fellows and other technical officers who are desiours of forming MAPAI for publishing a Open Access Journal on Medicinal and Aromatic Plants. This is the first initiative by an institute working under Indian Council of Agricultural Research (ICAR). The GBM has adopted its Bylaws and it is going to be registerd under the Act XXI of 1860. The association will be formally launched soon. Hope you all will support our efforts to bring out a Open Access Journal on Medicinal and Aromatic Plants.

Open Access Time Line - India

January 7, 2006. The session on open access at the 93rd Indian Science Congress (Hyderabad, January 3-7, 2006) produced an Optimal National Open Access Policy for India. Among other things, it calls for mandating open access to the results of publicly-funded research.

February 27, 2006. Informatics India launched Open J-Gate, a searchable portal of open-access journals.

May 15, 2006. India's National Institute of Technology (NIT) in Rourkela adopted an open-access mandate.

December 7, 2006. The Working Group on Libraries for India's National Knowledge Commission (NKC) recommended an OA mandate for publicly-funded research.

February 2007. India's National Centre for Science Information launched CASSIR (Cross Archive Search Services for Indian Repositories). At the time of launch, CASSIR indexed 15 of India's OA, OAI-compliant repositories and was working to index the rest.

September 2007. India's National Knowledge Commission (NKC) released a report recommending an OA mandate for publicly-funded research, public funding for OA digitization projects, and a funding model to support OA journals. (The release date of the report is not clear.)

We are going to launch a Open Access Journal on Medicinal and Aromatic Plants shortly with the title "Open Access Journal of Medicinal and Aromatic Plants (OAJMAP)". For that perparations are on going on. The association which runs the journal is being reigstered as "Medicinal and Aromatic Plant Association of India (MAPAI)"

Dear All, Again from the day 0f Open Access Day 14th Oct 2008, I have started my blog on open access journals in Agriculture. We the scientists here at NRCMAP (www.nrc-map.org) are going to launch a Open Access Journal on Medicinal, Aromatic Spice and Dye Plants Agriculture and Biology. We have not yet named the journal or the society which publishes the journal but we are going to do it in this month itself. I hope that all the Open Access Activists and Organisations will support us in this endveaour and contribute articles for the upcomming journal.
